I think they should remain separate. contrib/ is generally used for those user submitted scripts / programs which can be used by other users in conjunction with the bundled application.
util/ on the other hand contains a set of scripts which are useful not to the end user but to the developers. It mostly contains useful housekeeping scripts for the source. In fact, util/ is a directory which can be omitted from the release tarballs, while contrib/ should exist in those.
