As it's not a bug report but as I also have no idea where else ask the team
(please tell me where to direct this question for future use):

Question: What's the story behind wget's "--random-wait" Option.

According to the man page

"…A 2001 article in a publication devoted to development on
a popular consumer platform provided code to perform this analysis on the fly. Its author suggested blocking at the class C address level to ensure automated
retrieval programs were blocked despite changing DHCP-supplied addresses."

I am very interested in the story behind this, but I can't find any information
 on this topic in the changelog file, through search engines, etc.
