And of course the file name that is written is yet a different mojibake: '׳%80ֲ¡׳%80ֲµ׳%81ג%82¬׳%80ֲ´׳%81ג%80 ׳%80ֲµ' (copied from the directory listing displayed by UTF-16 capable Emacs). Note that it has right-to-left characters in it (probably because my locale is for the Hebrew language), to make it even less legible due to display-time reordering per the Unicode UAX#9.
