[Bug-wget] Progress bar causes the screen to scroll when eta is greater 10m 9s

        I have just downloaded version 1.16.3 and have been using it to
download some large software update from the HP support site.

        I have noticed that if the eta is greater than 10m 9s and the
seconds part is between 10 and 59 inclusive the progress bar causes
the screen to scroll

        For example;

        An eta of 23m 34s will cause the screen to scroll up.
An eta of 23m 9s screen behaves as expected - no scrolling until eta
drops below 22m 59s when the scrolling starts again.
An eta of 10m 9s or less no scrolling
