man page should mention this will be the case:
$ wget example.org -O kk
$ wget example.org -O kk -nc
File `kk' already there; not retrieving.
Else one cannot be sure if -O will override -nc or the opposite, without
testing.
Why would one use both -O and -nc?
That is beside the point.
Some might use it to avoid an additional test -f ... || wget ...
