The WARC spec
(http://bibnum.bnf.fr/WARC/WARC_ISO_28500_version1_latestdraft.pdf) requires
that header values that are URIs are enclosed in angle brackets. wget's WARC
output doesn't comply with this. e.g. wget produces:
WARC-Target-URI: metadata://gnu.org/software/wget/warc/MANIFEST.txt\r\n
instead of
WARC-Target-URI: <metadata://gnu.org/software/wget/warc/MANIFEST.txt>\r\n
