Details:

On attempting to download https://swtch.com/~rsc/talks/venti-1.jpg, the server
returns a 206/partial response. Wget treats this as an error, and attempts to
redownload the file. This repeats, until Wget reaches its try limit (20), and
then fails. Other user agents have successfully downloaded this file (cURL,
Pale Moon and Chromium). Wget should not treat an unrequested partial download
as an error, and instead try to download the file in chunks.

The command used to invoke wget was `wget
https://swtch.com/~rsc/talks/venti-1.jpg`. It exited with status 4. The output
from the same command, albeit with the -d flag added, is attached.
