We do not directly support Windows builds. Building on Windows is a tedious work. Since there is no packaging, you likely have to first build all the dependencies (and dependencies of dependencies, ...). Jernej Simončič offers Windows builds of Wget on https://eternallybored.org/misc/wget/. But I can't say if these builds have IRI support or not, give it a try. Back when I had a Windows VM, I installed CygWin that comes with all packages prebuild. It offers a *nix layer with all those fancy *nix tools (bash, gcc, ssh, ...). I loved it.
