It works for me with wget 1.20.3 (current version). You just have to wait a
looong time since there are so many files.
A slightly faster command (if you are mostly interested in *.edf files):
wget --mirror -np --http-user="nedc_tuh_eeg" --http-passwd="nedc_tuh_eeg"
https://www.isip.piconepress.com/projects/tuh_eeg/downloads/tuh_eeg_abnormal/v2.0.0/edf/eval/abnormal/01_tcp_ar/007
