Details:
When there is a transient error with the proxy server, wget does not retry
regardless of the other settings:
wget -c --timestamping --content-disposition --reject =A,=D
--retry-connrefused --retry-on-host-error --retry-on-http-error=503
--waitretry=60 --tries=inf --random-wait --wait=3 -e robots=off -m -np
http://website.com/
