How to enable Fuzz?

Hi Tim/Darshit,

I think I would like to enable the fuzz tests. They appear to be
disabled at the moment:

    Making all in fuzz
    make[2]: Entering directory '/home/jwalton/Build-Scripts/wget-1.21.1/fuzz'
    make[2]: Nothing to be done for 'all'.
    make[2]: Leaving directory '/home/jwalton/Build-Scripts/wget-1.21.1/fuzz'

How do I enable fuzz? What needs to be installed?
