Whenever you flash the neo with a new image all data on the neo is
deleted! There is no way that the neo can save time settings. You can
compare that with a fresh installation of linux on your pc.
Please close the bug as soon as the issue is clear. :-)

I think this sysfs code should spew out stuff on the console but the
question is why is power_supply_changed called that often, from where and
what happens if we stop that? trying to do this now.
