As I posted to [EMAIL PROTECTED], this decision should most likely be delayed until the ap_http_header_filter() is called. However, PHP's use of filters is completely and totally broken in many ways. =) First off, it doesn't unset Last-Modified which it needs to do. There's a lot of bogosity in how it deals with buckets.
