FWIW - we haven't seen similiar reports from any other Win9x users. Also check http://www.apache.org/dist/httpd/binaries/win32/TROUBLESHOOTING.html for additional hints or tricks. The popup (failure) should come with a number, that numeric error code is incredibly useful for searching the MSKB for similar issues.
