The problem is in apr_proc_create (srclib/apr/threadproc/win32/proc.c) - apr_conv_utf8_to_ucs2 is used to convert the environment to ucs2 for later use, however the initial environment strings aren't coded in utf8 (mbcs?) so an error is returned and the server exits.
