Apache didn't deallocate unused memory

The server configuration is:
Kernel 2.4.19
Ram: 380MB
Swap 1Gb
Apache is compiled and running with PHP 4.2.3.
The compile string of PHP is:
 './configure' '--with-java=/usr/local/jdk' '--with-mysql=/usr/local/mysql/'
'--with-pgsql=/usr/local/pgsql' '--with-xml' '--with-apache=../apache_1.3.27'
'--enable-track-vars' '--with-gd-dir=/usr/local/lib' '--with-gd'
'--with-jpeg-dir=/usr/local/lib' '--with-jpeg' '--with-png-dir=/usr/local/lib'
'--with-png' '--with-zlib-dir=/usr/local/lib' '--with-tiff-dir=/usr/local/lib'
'--with-openssl=/usr/local/ssl' '--with-imap=/usr/local/src/imap-2001a'
'--enable-ftp' '--enable-sockets'

With the Apache 1.3.26 server the memory is correctly deallocated.
