Joe, you probably want to open a separate PR against APR (product=APR) for the
configure problems you described as the following:

Also, the configure program creates many empty directories whose
names are that of a main directory then space then a subdir then
space etc. For example, within srclib/apr I see "memory unix",
"locks unix" "threadproc unix" and so on, all empty. The real
directories (memory, locks, threadproc, etc) are fine. I found the
same to be true with 2.0.39 and 2.0.40. This configure stuff really
needs attention.
