Apache 404 error when %2f occurs in path_info

  You aren't reporting a bug in query strings (those strings following the
  '?' question mark delimiter.)  You are speaking of path info, which only
  makes sense when interpreted with the filesystem.  Because of security
  implications, that ambiguity was disabled eaons ago.
