Try this:

First of all check that there are no other services running on your port 
(default tcp 80, if not check your httpd.conf in case you changed this). Also 
disable IIS (or reconfigure to use another port) if you have that running, you 
can verify this by doing a "netstat -an" in the command console ("msdos 
prompt") or by telnetting yourself at the desired port like "telnet localhost 
80" and see if you get a prompt or not.

Login as Administrator, run the "apache -k install" and reboot the system.

Login as Administrator again and bring up the task manager (ctrl+shift+esc 
among other ways) and watch the process list to see if the Apache process is 
running.
