Unable to connect to localhost when not connected to network

I have a PC with "Windows 2000 Professional" loaded.
I installed Jakarta-Tomcat1.3.x on it and tried to connect to
"http://localhost as well as http://127.0.0.1"; from my web browser, but I am 
unable to connect, but when I am connect to Internet using my modem and then I 
try to Connect to "http://localhost as well as http://127.0.0.1"; I am able to 
connect to port 80 of localhost.
Please help me as to how do I connect to "http://localhost as well as 
http://127.0.0.1"; without always being conected to Internet.
