mod_cgi works intermittently

Again, this was simply a sample of one of many scripts that worked previously.
Normally, I use the CGI.pm's print $cgi->header function to print the correct
header information. Again, the scripts only stop working when HTTP is restarted
and then they will start working hours after the restart, for no apparent
reason. Even after they start running, however, POST will not work, while GET
will, which is completely unrelated to the http header issue.
