Yes, Apache should absolutely follow the RFC, as should browsers. That's the only way to get predictable behavior that will benefit both users and authors. Note that if IE were following the RFC none of this would be a problem, since authors would quickly notice their servers were sending a type they did not want and _fix_ it.
