The LimitRequest* directives are (kind of) half valid in VH context. They fully
apply to IP-based VHs and to the default Name-based VH (i.e. the first one with
the particular IP/Port combination). TimeOut has btw. the same restriction.
Quite complicated. I'm not sure, whether it's so easy to detect at configuration
time, which type of VH is currently processed.
And I'm not sure, whether it's so useful to document it that way.
