This seems to happen on FreeBSD systems when you
run apache in jails and have not specified a 
specific ip address in the Listen directives in 
httpd.conf and ssl.conf

Please add your ip address to any Listen directives
in httpd.conf and ssl.conf

Change these
   Listen :80
   Listen :443
to these
   Listen  my.ip.ad.rs:80
   Listen  my.ip.ad.rs:443

This seems to be a problem resulting from the way ip's
and bind requests are mapped in the freebsd jail subsystem.

This is most propably not an apache problem.
