Apache becomes permanently unresponsive if /var fills up and there is no space 
left.  All http requests simply hang, which is to say the socket stays open, 
and no data is ever transmitted back to the client.  Eventually the client will 
time out, but Apache itself does not seem to ever time out.  After /var has 
space restored, Apache requires a stop/start in order to become operational 
again.
