CMD.exe process not started when piping logs.

I'm attempting to test piped logs with Apache HTTPd v2.0.44.  When I start the 
service for 2.0.44 I can see the piped program process start (i.e. cronolog.exe 
or rotatelogs.exe).  However, the CMD.exe process that usually accompanies the 
log rotation processes does not start.  Both of these log rotation tools work 
for me with 1.3.27.
