In this case, since further action is needed to activate the module, can we just
build them all?

The questionable motivation for this is that distros tend to package apache with
everything built as a module, but the latency for security fixes can be quite
high. This would make it easy for people to build a clean apache.org tree and
have it work with their existing config, without having to spending an hour
finding all the extra --enable-foo=shared flags needed to get it to work.
