The "-0" indicates the APR major version number. It was deliberate. I too was suspicious and raised the issue prior to 2.0.45's release, but nobody considered it a problem and, in fact, Apache DSO modules which are built with apxs, or in a manner compatible with apxs, don't refer to libapr or libaprutil directly anyway.
