The 2.0.46 tarball has libtool 1.5 instead of libtool 1.42. There may indeed be something broken about /lib/cpp w.r.t. C++ code, but Apache doesn't care, and a configure I generated with 1.4.2 doesn't have such a check in it. (see srclib/apr/configure) looks like the options are do whatever it takes to make libtool happy with your C++ preprocessor.
