Don't they exist in /usr/local/apache2b/lib? Does it fail when you invoke httpd directly but work when you invoke apachectl directly? (apachectl should update LD_LIBRARY_PATH to include /usr/local/apache2b/lib) Was /usr/local/apache2b the original install path for 2.0.46?
