Apache does not respect Language preferences (HTTP_ACCEPT_LANGUAGE)

So then, given that IE defaults to EN-US not EN 70 or 80 percent of the pages 
being served by the apache are just getting lucky that they are serving up 
English?  If the server was from a Japanese company and they also made English 
pages most English seeking people would not get the English pages served.

On top of which there is a difference between EN-US and EN-GB.  For example, 
color vs colour, favor vs favour, theater vs theatre.

If EN-US is specified and not EN it seems like apache should serve EN not JP.
