validation of no-cache responses with Expires header

It looks like responses are now indeed cached.
However they are not treated as stale, leading
to freshness violations. Note that a response
without Expires is also cached now, a violation
which, IIRC, was not happening before. Traces
for both cases are attached.

Note that this test was run against 2.0.46 patched
with your attachment 7150 and nothing else.

FWIW, the desired behavior for the cache is to
store responses with no-cache and then revalidate
them on every hit.
