it appears that calling apr_file_open with APR_TRUNCATE doesn't truncate the 
file as expected.

Yup, the test passes...I'm using:

apr_file_open(&file, "my/path", APR_WRITE | APR_CREATE | APR_TRUNCATE,
APR_OS_DEFAULT, pool)

I've even tried adding APR_CREATE to testfile.c and other tests. Strange. I'll
mark this as INVALID and reopen if I can generate a test that recreates the 
problem.
