apache restart fails with error "httpd: bad user name nobody"

Apache 2 will start up just fine but fails when you issue a restart
with the error message "httpd: bad user name nobody".

This is on a Sun E450, dual CPU, running Solaris 7.
Apache 2.0.46, worker MPM, compiled with Sun CC Workshop 5.0.

We are only seeing this problem for a server which has ~200
named/ip based virtual hosts.
