Invalid AuthUserFile doesn't end up in error_log

If you write an htaccess file that points to an AuthUserFile that doesn't exist
and try to view the site, nothing ends up in the error_log.
Correct behaviour would be to toss an error saying that the file doesn't exist,
just like other errors are tossed when the .htaccess is filled out improperly.
