On Windows, the following message, issued by mod_so.c, is misleading:

Cannot load <module name> into server: The specified module could not be found.

It really means "The specified module could not be found, OR one of the DLLs it
requires could not be found."  I chased my tail for a day and a half before I 
found this.  And a little Googling indicates that I'm not alone.
