In plain SSI on the 2.0 series if the text within the else block is big then 
the apache truncates the text and also confuses between the IF and ELSE(i.ie it 
executes both blocks of the IF and as well as the ELSE block) i checked this 
bug to be present in the 2.0.47 and also 2.0.48.
