OK. So I understand why files with multiple extensions can be treaten in this 
way and I now also understand why the file "somefile.writteninphplanguage.html" 
is interpreted in as a php application. But still I am not sure this is the 
best way of apache's behavior. Think of multiple combination of words written 
without blank space (as it's usually done) which can accidentaly contain 
extension (file.comicgirl.html - which is from some reasons treaten like html 
and not like cgi - I also don't know why). Maybe omitting the leading dot is 
not the best way of interpreting extensions.
