That inability broke Apache functions like the one you mention. With the APR in 2.0.48, autodetection was put into place t see if the hostname can be looked up given a IPv4-mapped IPv6 address. Unfortunately, it looks to me that the autodetection is broken. It doesn't detect that the hostname lookup failed, since it passes the NI_NUMERICHOST flag to getnameinfo(). The recommended work-around is to code IPv4 sockets on your Apache Listen statement(s).
