In general I like the thought, but Apache with no additional modules is actually
much less than what 99.9% would consider a minimal server.

My 2cents:

People who want a minimal server should use the existing capability
of the build system to build modules as DSOs.

As an aid to minimal-server-junkies as well as average joe, the generation of
the default Apache config file should change so that most LoadModule directives
are commented out but just a few (mod_mime, perhaps mod_log_config, mod_dir and
mod_negotiation) are uncommented.  There is no sense in the current enabling via
LoadModule of mod_mime_magic and mod_imap and other rarely-used modules just
because it is convenient to build all the DSO modules just in case some of them
may eventually be desired.
