My 2cents: People who want a minimal server should use the existing capability of the build system to build modules as DSOs. As an aid to minimal-server-junkies as well as average joe, the generation of the default Apache config file should change so that most LoadModule directives are commented out but just a few (mod_mime, perhaps mod_log_config, mod_dir and mod_negotiation) are uncommented.
