Under "Basic Elements" in the mod_include doc, there is a clear explanation
about whitespace before -->:

     "Note that the comment terminator (-->) should be preceded by whitespace
     to ensure that it isn't considered part of an SSI token."

However, it took me several hours to discover that whitespace apparentely is
NOT allowed between <!-- and #.

Please include a sentence in the documentation about this, or, alternatively,
see to it that the parser ignores whitespace between <!-- and #.

This is also NOT covered in the 1.3 and 2.1 documentation, nor in the FAQ.
