The easiest way to fix it (even for people who take "sample" files for face value and don't double-check everything themselves) is in the Apache default config. The fix is extremely easy to implement. Why, oh why, can't the fix go in now? We could *then* wait for bug 13986. To turn the situation around: Anyone who is informed and still wants the text/plain default could be expected to change the default config.
