If trailing slash left off directory, https gets converted to http

So sorry not to include the httpd.conf - I just attached it.

And I am not certain it is mod_rewrite's fault, but since it has to do with the
URL rewriting that happens when a slash is left off, I figured this was the
right component.  Please correct if this is not true.
