Atomics on FreeBSD are broken

This was fixed on HEAD a while back: I thought when I looked into it actually
that there was an architecture where the FreeBSD atomic.h was a kernel header
and not usable from userspace, but I can't remember which...

Is it true that atomic.h is always usable from userspace?
