under apache 2.0.49 when mod_deflate works in the "compress all" mode by adding

SetInputFilter DEFLATE

it will ignore the exclusion directives such as 

SetEnvIfNoCase Request_URI \.(?:zip)$ no-gzip dont-vary

and improperly gzip some already compressed content such as .zip files and 
corrupt them. tested and proved with internet explorer 5-6.

the above exclusion does appear to work because if a "HEAD" command is issued 
the returned header does not include a Vary header. however the files are 
actually corrupted.
