Right.  When a cgi fails in the user directory but suceeds elswhere, it
is almost always an suexec issue.  (Empirically, I have seen this problem
reported numerous times, and turning off suexec always solves it.)

Given the prevelance of the problem, it might be tempting to include it
in the FAQ.  But on the other hand, the problem only appears because silly
third-party distributors enable suexec by default without sufficiently
informing their users.  People who download apache from httpd.apache.org
do not run into this problem.  (Judging from the ancient version you are using,
I'd guess you are using a Redhat package.)

The problem is also helped by the new "suexec policy error" message
that is written in the logs.  But I don't think that has ever been
backported from 2.1 into 2.0.
