Isn't it possible to avoid this particular failure mode by having mod_userdir
not set the mod_userdir_user note if the userdir used doesn't match the chosen
AP_USERDIR_SUFFIX, since that is doomed to fail the suexec tests?

Yes, we know, shipping /usr/sbin/suexec causes problems for some X% of users. 
Not shipping it would cause problems for some Y% of users, and indications so
far are that X < Y.
