I was told by the Perl 5.6 release manager, and he can't remember any more details than 'its a problem'. The workaround I posted is only good for when no path rewriting is going on. I think formt he config line I posted, and the snippets of mod_rewrite log file in there, you can see the mod_rewrite starting to rewrite ^/p/(.*) to its new URL, but then completely not setting the $1 as should be done fromt he config file snippet. I should think you can see this is a bug.
