Suexec runs as the VirtualHost user instead of the owner of the UserDir

I won't commit this myself, since I can't test it.  But another developer will
hopefully pick it up.

This could be considered a non-compatible change, since there is a chance
someone might be relying on SuexecUserGroup taking precedence of UserDir for
suexec.  But this change should get us closer to the way it worked in 1.3, and
it makes sense to me as the expected way things should work, so I think it
should be committed.
