The URL for the directory is "/part/". The URL "/part" does not map to the directory. Apache is helpful and fixes up a request for "/part" if "/part/" exists, but that doesn't make the original URL point to a valid resource. So I would say the "/part" doesn't map to an existing resource, and therefore multiviews should be invoked.
